If you receive cash assistance, such as Temporary Assistance for Needy Families (TANF) or General Assistance, your benefits are loaded onto your EBT card on the first day of every month. This date is not tied to your last name.

Why Your EBT Deposit Might Be Late and What to Do

Several factors can cause a delay in your monthly EBT deposit.

System Maintenance and Technical Glitches

Statewide system maintenance, such as when Delaware switches EBT processors, can temporarily halt benefit loading. Other technical issues like software updates, server problems, or point-of-sale network outages can also interrupt the flow of funds until the problem is resolved.

Heavy Caseloads and Staffing Shortages

When there is a surge in new applications or recertifications, state agencies can experience backlogs. These heavy caseloads can strain staffing resources, leading to postponements in the approval or continuation of your monthly benefits.

Federal Funding Disruptions

Delays in federal appropriations or government shutdowns can disrupt the normal deposit schedule. For instance, a partial shutdown once led to an early payout, which caused a much longer wait for the following month's benefits for many households.

Administrative or Eligibility Snags

Missing paperwork, late reports, or unverified changes to your income or household can pause your benefits. If a recertification is filed after the deadline, the agency must hold issuance until you provide the necessary proof and a worker updates your file. Even a minor error can trigger a hold, pushing your deposit past its scheduled date.

Do EBT Benefits Expire or Roll Over?

Unused SNAP and cash assistance benefits in Delaware automatically carry over to the next month. These funds will not be lost as long as your account shows activity. Any transaction, from a purchase to a simple balance inquiry, resets the clock and keeps your benefits safe, as explained in the state's SNAP FAQs.

If your card remains inactive, the state will send warnings after 60 and 90 days. After 230 days with no transactions, your balance is considered “stale.” At this point, the state may ask for your permission to use these funds to repay any outstanding claims you might owe.

Should an account stay dormant for a full 365 days, any remaining balance is permanently removed, or “expunged.” If you have an outstanding claim with the state, these expunged funds will be automatically applied to what you owe. This process is final and the benefits cannot be recovered.

What to Do if Your EBT Balance Runs Out Early

Seeing a low or zero balance on your EBT card before the month is over can be stressful. However, running out of funds doesn't mean you're out of options. Several state-level provisions can help you bridge the gap until your next deposit.

Fast-Track an Expedited SNAP Issuance

You may qualify for a 7-day “expedited” SNAP issuance if your household’s income and cash are less than your monthly housing and utility costs. Another path is having a gross income under $150 and liquid assets under $100, as outlined in state regulations.

To apply online, log into Delaware’s ASSIST portal and check “Emergency (expedited) service” when starting a new application. You can also visit a State Service Center in person.
Bring proof of identity, current rent or utility bills, and documentation of your cash or checking account balance.
DSS must issue the benefit within seven calendar days. Keep your receipt or confirmation page as proof of when you filed.
While you wait, call 2-1-1 or visit Delaware 211 online and ask for “same-day food distributions” to find immediate help.

Request a Mid-Month Case Review

If your circumstances change, like a cut in work hours or a new baby, you can trigger a mid-month case review. Since SNAP amounts are based on income and expenses, even a small change can increase your monthly allotment.

Gather documents proving the change, such as a recent pay stub or a new lease.
Use the “Report a Change” feature in the ASSIST portal or call your caseworker to request a “budget recalculation.”
DSS has 10 days to mail a notice with your new benefit amount. If it seems incorrect, you can file an appeal.
Set a calendar reminder to report any future changes in your income or expenses within the required 10-day window.

Use the 9-Month Rollover Rule

Unspent EBT credits remain on your card for nine months, creating a built-in emergency fund. Any dollar you don't spend can be used to cover a future shortfall, as long as you make at least one purchase every nine months.

Decide on a small “reserve” to leave untouched each month. It will accumulate over time.
