Enter your 16-digit card number and 4-digit PIN when prompted.

4. Visit An ATM
Performing a balance inquiry at an ATM is another option for checking your funds. You can do this at any ATM that displays the Quest, MoneyPass, or Allpoint logo. To avoid fees, use the Allpoint locator to find a surcharge-free machine near you.

How EBT Benefits Can Be Stolen
Thieves use several methods to steal benefits. Card-skimming devices at checkout lanes copy your card's data and PIN. Scammers also send fake text messages (smishing) or make phone calls (vishing) pretending to be from the state to trick you into sharing your card number and PIN.
What To Do If Your Benefits Are Stolen
If you suspect fraud, report it immediately. While Delaware previously replaced stolen SNAP benefits, the federal program that funded these reimbursements ended on December 20, 2024. Therefore, any benefits stolen on or after December 21, 2024, cannot be replaced. There is no program to replace stolen EBT Cash benefits like TANF or GA, so you must file a police report and request a new card to prevent more losses.

Monthly Benefits Do Not Show Up
If your benefits haven't appeared, you might be checking on the wrong day. Delaware deposits SNAP benefits on a staggered schedule between the 2nd and 23rd of each month, based on your last name or case number.
Delays can also happen because of weekends or holidays. In other cases, your account may be on hold if required paperwork, like a recertification or six-month report, has not been processed.
Check your specific deposit date through the ASSIST self-service portal or by using the Benny app.
Call the Delaware Cardholder hotline on the back of your card to confirm if the deposit was processed.
If your balance is still zero after your scheduled date, contact your caseworker or DSS Customer Relations at 1-866-843-7212 to see if any paperwork is missing.
Card Locked Or “Invalid PIN” Message
Seeing an "Invalid PIN" message usually means the wrong number was entered. For security, your Delaware QUEST card will automatically lock for 24 hours after four incorrect PIN attempts.
You can choose a new PIN by calling the 24-hour cardholder line at 1-800-526-9099 or by logging into the ConnectEBT website.
Be prepared to verify your identity with your card number, date of birth, and the last four digits of your Social Security Number.
After resetting your PIN, wait at least 30 minutes before using your card again.
Physical Damage To The Card
If a checkout terminal can't read your card, it's likely due to physical damage. Over time, the magnetic stripe or chip can wear out from normal use, bending, or exposure to heat and magnets, leading to a "Card error" message.
Request a free replacement by calling the cardholder hotline or visiting a local DSS office. New cards typically arrive by mail in 3-5 business days, but you can ask about expedited pickup.
While you wait for the new card, some stores may allow the cashier to manually enter your card number. You will still need your PIN.
To prevent future problems, keep your new card in a protective sleeve and away from magnets.
